Broader Public Sector Procurement Directive

Purchasing Policies and Procedures govern how the University conducts sourcing, contracting and purchasing activities including approval segregation and limits, competitive and non-competitive procurements, purchasing, contract awarding, conflict of interest and bid protest procedures.

In April 2011, the Ministry of Finance, directed that a
Broader Public Sector Procurement Directive be prepared and, as of April 1, 2011, be incorporated into the funding agreements of Broader Public Sector (BPS) institutions receiving more than $10 million per fiscal year from the Ministries of Health and Long Term Care, Education and Training, Colleges and Universities.

The Broader Public Sector (BPS) Procurement Directive, 2011 (Directive) replaces the Supply Chain Guideline issued by the Ministry of Finance in 2009.  This Broader Public Sector Procurement Directive Implementation Guidebook (Guidebook) is designed to support implementation of the Directive.
